Spotted these on live stream weather watch, this was at the tail end of the bad storms that produced a few tornados on 15th March.
The cameras are static and in many locations across the US, they show about 30 seconds on each location on a reel with other locations, there is the option to rewind up to 12 hours even though it's live.
The top one appears to emerge from the cloud, the zippers just appear, these I have seen hundreds of them going from ground up and vise versa, you can see these every night on the live stream.
